Domain Admins group

I'm running into a rather irritating issue, hoping it's not a 'feature'. I've tried to add several of my admin staff to the 'Domain Admins' role for our new DSFW domain. I can place users into the group without issue but they never receive the permissions. I've created several other 'admin' type accounts and when adding these new users to the 'Domain Admins' group they become Domain Admins as I would expect.

Are there certain eDirectory groups that a user cannot belong to if they wish to be a DSFW Domain Admin user? That's the only thing I can see different from the test accounts I can grant Domain Admin role to and the real live users who've been members of the eDirectory tree for years with an 'admin' type of role.
