Simple setup issue?

Hi,
I'm running NSD7.0.2, seem to be getting most things setup.
However, while I have customers (imported from eDir), and they can login etc, there is no 'create a new problem/incident ticket' anywhere .. which setting should I be looking at to 'enable' customers to actually create the initial tickets?
I'm sure it's staring me in the face, but I can't see it for looking ..
