Path Analysis and setting Folder Targets generates error

We upgraded from 3.1.0 to 3.1.1 on our AD member server. Since updating it generates "The specified operation cannot be performed due to a busy state or condition. Retry again later." Each time we attempt to update a Folder Target or run a Path Analysis. The engine log doesn't reveal anything that we recognize as a hung or stuck task. We built and patched a new 2008 R2 server and loaded onto that with the same result. Reinstalled and back-rev'd our original server to 3.1.0, still the same result. It's been several hours and whatever is making it unhappy has yet to clear out.
