Site branding not working for Guest

Hi everyone,

Site branding has been applied by the administrator globally, but when logged out and at a Guest login page (simple landing page with a logo and a login button), the guest does not see the site branding. I tried clearing all the branding from this landing page workspace, but same issue.

Any ideas why?
