Vibe Workflow and Custom Form Edit on Required Field

I have a custom for with a custom workflow. One of the States in the workflow is for assigning a resource to a change request. The person that advances the workflow can and has missed the fact that they did not assign a resource to the change. I do have the field property set to 'Required' field however, if the person does not 'Modfiy' the form to maintain that Assignee field, the workflow can be advanced without the field being populated.

My question is: Is there a way for the Workflow to have an edit that would check to see if the fields have been populated that are required?

All suggestions/thoughts are welcome.
