Workstations Not Obeying Registration Rules 11.2.1 MU2

We upgraded our servers from 10.3.4 to 11.2.1 MU2 and now our agents do not seem to obey registration rules when re-imaged. No matter where we tell the agent install to register the device, it somehow decides that it should go to wherever it was registered previously. For example, we get a pc back from new york with a virus on it, we reimage it for use in oregon and the registration key attempts to apply, but the pc is still registered back to new york.

Nothing has changed except upgrading the servers to 11.2.1 MU2. The agents fail to register correctly, both 10.3.4 and 11.2.1 MU2.

Seems like it must just be a simple setting somewhere...
