Inheritance security policies?

server: ZENworks EndPoint Security Management Version: 11.2.0.16054
device: Windows7-ult-sp1-x86

I created two security policies (Storage Device Control Location Policy)

“Storage Device Control Policy 1”
Settings:
CD/DVD: Disable
Floppy Drive: Disable
Removable Storage: Disable

“Storage Device Control Policy 2”
Settings:
CD/DVD: Inherit
Floppy Drive: Enable
Removable Storage: Enable

First policy assigned to the folder, a second policy to a workstation device.
The effective policy for device is
CD/DVD: Disable All Access
Floppy Drive: Disable All Access
Removable Storage: Disable All Access

I have thought that a policy assigned to the device precedes a policy assigned to the folder.
I have been thinking that result must be
CD/DVD: Disable All Access
Floppy Drive: Enable All Access
Removable Storage: Enable All Access

Where am I wrong?
