show reboot notification all the time

Hello,

i have one question to the reboot notification. At the moment the reboot notification is shown for a few seconds in the bottom right corner and then the notification disappears. After 10 Minutes the reboot notification is shown again for a few seconds...

It would be great if the reboot notification stays in the bottom right corner unless a user click on this message. Is this possible?
I looked to the Mandatory Baseline Settings but i dont see any setting for this.
