Storage Manager Migration Utility Crashes

I am working on migrating my Storage Manager 2.5.2 over to 3.0.4 and am having problems with the Migration Utility installed with NSMAdmin included on the 3.0.4 ISO crashing every time I try to run it. I have tried it on a Windows 7 x64 machine and a Windows XP workstation and I get the same thing. I even tried on a clean install of XP with dotNET 4 and got the same. dotNET 4 is installed as is required for the Migration Utility to run. The version of the Migration Utility that is installed is 3.0.3.1. Help!!!
