NW 6.5 sp8 and ldap

We have added 6 more sites to our tree (OU's) and each has an ou under them named staff. When I search ldap, it shows the original staff under the staff ou of their site. The new sites have all the users under the site ou, even though they show up under the staff ou in console one. Where can I change this behavior?
