whether NSM could migrate OES/NW files/rights to AD or not ?

Hi
My Customer want to move File Server role From OES to Windows Server (2008R2). I saw a PPT , it provide NSM could migrate OES/NW to Windows .
Is it right ?
If I need useing IDM Sync All user account to AD first ? need using same hierarchy as requirement?
