11.2.3a icons do nothing when clicked

Greetings,

ZCM 11.2.3A Win 7 x32
Icons on NALWIN and assigned on desktop do nothing when clicked. Green check shows up next to icon as usual but no exe.
[[ICON is simply pointing to iexplore.exe or firefox.exe or winword.exe or excel.exe]] very simple icon no baggage.

Ran EXE w/o using NAWIN --EXE WORKED
ZAC CC -- ZAC REF BYPASSCACHE -- Nothing
REBOOT
REM user from lusrmgr.msc and c:\users\username

Any insight would be appreciated.
