Licenses installed via iManager, but not in Remote Manager

My client had a server hard drive crash, and I'm trying to install a fresh copy of NW65SP8. I initially installed without the licenses (could not find the file...previous IT guy did not document). I finally found the license file, and after installing the licenses via iManager, I checked via Remote Manager, and I get a message that the licenses are "Not Acquired ". I'm not a Netware expert, so I'm at a loss. Thanks for any help.
