Problem moving user storage location

I'm trying to use the enforce policy paths management function to move user home directories from one server volume to a different server volume.

Following the documentation, I changed the target path in the Policy Editor, and then selected a single user for a enforce policy path management action. The move never completes, and there is a pending event for the user with multiple re-trys. Looking at the pending event shows:
Current state: 13 : Setting Default Server attribute
Last Error: 15 : Directory Services object could not be found.

Normal user creation seems to function fine when new users are added to the directory, their home directories are created.

We are running NSM for eDir version 3.1.1. The source (old path) server is Netware 6.5 and the new server is OES 11 SP1.

Any suggestions on what the problem could be, or what to troubleshoot?
