Retire server

We have 11.2.2 installed and I'm trying to retire one of our old Primaries (this is in a test environment). I made it a child to a newer primary according to the documentation and ran a refresh. When I go back in and select the server, the "retire" menu option is grayed out. Does anyone have any ideas why? I have since made it back into a primary peer and was thinking of trying the zman zsret command. This requires it to be a current primary and not a child.
