Update to 11.2.3a - necessary to include hotfixes?

Hello,

i will update our zcm from 11.2.2 to 11.2.3a and i downloaded the update file but there are some fixes available on the novell site for the 11.2.3a update.
These fixes are not included in the 11.2.3a update, is it recommended to include these fixes in the update file like described in the readme or should i include these fixes only if i have problems with the "normal" 11.2.3a update?

I'm a little bit confused because if these fixes are very important, why is novell not releasing a new 11.2.3a update?
