File dates change on Directory Install?

I just discovered that when I do an Install Directory action, the Modified dates of the files in the directory get changed. They appear to take on the date/time of when they were uploaded to the content repo. I tried using both the Single Package and Individual Files option and got the same result.

This is very unexpected and very bad behavior, especially for things like DLLs and EXEs. Is it a bug or WAD? Do I need to enter an SR for the Bug or an "Enhancement Request"?
