Pop Up Home Page Survey

Hi all, our HR dept would like to run a company survey, and they wish to run it like so many websites so that when you visit the home page a Pop-Up comes up asking you to take the survey or not (this is all Internal for Staff only). You have to click Accept or Decline on this Pop-up before you can get to the home page in the back ground.

So, How do we do this inside Vibe 3.3?

The survey is a Vibe Survey Folder.
