Almost no info going into IDP catalina.out, even with debug

Almost no information is going into the Identity Server's catalina.out, even with DEBUG set for Application and Liberty.

If I login, no event is shown. The only information that seems to be going into that log is the configuration pushes when the "Update" link is clicked to enforce changes to the IDP cluster.

May also be affecting logging for all other components of NAM.
