WebAccess and Proxy Replies [D01B] Error

We have a GW2012 SP1 system running on SLES 11 SP1 64-bit virtual servers. We've just noticed that we cannot reply to a message while accessing a Proxy account within WebAccess. We get a "[D01B] Required user database rights not granted" error. For example, I login to WebAccess and click Proxy. When that account opens I cannot reply to any messages. We do not get this error, and everything works fine, when using the desktop client. I have SOAP enabled on all of the post offices and an entry in the webacc.cfg file for each post office...
