Stopping Tomcat7 has PID file cleanup problems

Beta 1. Problem with PID file cleanup on both Administration Consoles and Identity Servers. May also be a problem on ESP-SSLVPN.

Notice how the system erroneously tries to clean-up Tomcat's PID file before it has even exhausted all of its "waiting for processes to exist" attempts. Which is supposed to be like 10 or so. Only then should that unable to cleanup PID occured, if needed.

Happens every time on IDP and Admin Console.
