Console One GWIA Settings Appear to not matter?

The problem I seem to have is that from Console One, if I look at the properties of GWIA, NOTHING is checked as enabled. Yet my system is running and processing mail just fine. So use SMTP is unchecked, but clearly my server is accepting and processing SMTP connections.

So, where are the settings being derived from?

GWIA.CFG in the sys:system folder seems barren:

GWIA.CFG in the wpgate\gwia folder has pages of commented out stuff and only the following under default and consoleone enabled items:
