Format text to Proper Case?

What's the best way to format text to Proper Case in the Text driver?

For example, the data coming from a home-baked HR system is all UPPER CASE. However, we have a certain field that is referenced by a list in IDM UserApp, so therefore the data has to match, and we prefer it to be Proper Case.

Right now we end up manually opening the file in Excel and using the:
=proper(cell)

formula to adjust it, save the file, etc.

For example:

ACCOUNTING
needs to be:
Accounting

or
HUMAN RESOURCES
needs to be:
Human Resources

Is there an xpath or something that can be called or whatever to manipulate the data in the driver so that it gets written to eDir in Proper Case?
