Login impossible when a POA is turned off

Hello,

I explain my problem with an example.

User1 is on a POA1.
User2 is on a POA2.

POA1 is turned off.
User1 try to connect to the webaccess : no message and the connexion load.
POA2 is turn on.
User2 try to connect to the webaccess : no message and the connexion load because POA1 is turned off and User1 try to connect.

=> If a POA is turned off and a user on this POA try to connect to the webaccess, he block all the people (during about 6 minutes).

An idea ?
