Windows Group Policy is not working

Hi,

i have a problem with a Windows Group Policy that is applied with zcm 11.2.1

I created a windows group policy in zcm with an import of an existing Windows GPO (a device GPO). Then i applied this policy to all our windows 7 clients but the problem is the gpo is not working. The gpo should disable the offline syncronation but the offline syncronation is still active. i looked into the gpedit.msc and there is the policy set to enabled - (but the zcm GPO should set this option to disable). i set manually the local policy to "not configured" and refresh the zcm policy and now the option is set correct to disable.

There is no other GPO that change this offline syncronation value.
Can anybody help me with this problem?
