Novell Open Enterprise Server 2, NETWARE 6.5 Support Pack 8

On the NOVELL MANAGEMENT SERVICES page accessed through port 2200,

Getting the message that "There are no management tools installed or running on this server"

This is my GroupWise 6.5sp6 server with ..

Apache2, tomcat 4, admin server, and FTP all running on it. I can get to remote manager via port 8009. What gives??
