How do I assign a sandbox to test users

The docs imply that you can make a change to a bundle which creates a new version of the bundle that is a 'sandbox' and not the published version. They also imply that you can assign the sandbox for testing purposes to some test users but I can't find anywhere that I assign the users to the sandbox'd version of the bundle.

How do I do this?
