Unable to load Apache and iManager

I'm running Netware 6.5 SP8. During the install of Apache from the NW65SP8 iso cd I receive a apacheweb.config error. Not sure what the error is however I cannot load the apache server. I get the error pinging server.com:80 java.net.connection : connection refused

When I check the TCPCON their is no port 80 or 443 listed anywhere as fas as listening or established. I beleive this is why iManager will not start as well. Can you give me a hand on where to start with this issue.
